China's industrial-tech playbook, adapted for Zimbabwe and Africa
1 — The problem
Zimbabwe's industrial sector has underutilized advanced technologies, constraining productivity and competitiveness in the Fourth Industrial Revolution — a challenge shared across much of Africa.
2 — The practice
China's development playbook: technology parks and special economic zones, innovation hubs, public–private partnerships, sustained R&D investment, and Belt and Road cooperation — deployed across manufacturing automation, robotics, renewable energy, 5G, the Internet of Things, biotechnology, and e-commerce with digital payments.
3 — The fit
Transfer is viable where power, connectivity, and skills exist. Adaptation must be selective to avoid over-reliance — and must build local capacity to operate, maintain, and eventually produce the technology domestically.
4 — The recommendation
Adopt China's enabling practices selectively — zones, PPPs, R&D incentives — and coordinate implementation through a deliberative forum of researchers, technocrats, and industry. The 2023 study proposed such a forum (AAITIF); Africa Spark's Forum is its continuation.
