Methodology
How we produce, vet, and recommend.
Our method is deliberately narrow. We do three things, and we do them in a fixed order: produce evidence, vet it, then reach recommendations.
01 — Produce
We commission and peer-review research that answers questions of continental consequence. Work is evaluated for rigour, not for convenience — and published with its methods, data, and limitations in view.
02 — Vet
Before data enters the Data Bank, it is checked for provenance, completeness, and reuse terms. We publish what we cannot verify as clearly bounded, and we exclude what we cannot stand behind.
03 — Recommend
Recommendations are reached deliberatively in the Forum, where researchers and technocrats weigh the evidence together. A recommendation carries the record of how it was reached.
Standards before scale
Every piece of research we publish, every dataset we share, and every recommendation we reach is bound by the same public standard. We publish the standard before we publish the work, so that readers can judge us by the same measure we apply to others.
Where evidence is thin, we say so. Where conclusions are uncertain, we mark them. Our aim is not certainty but transparency: a clear record of how a claim was made, and on what basis it can be trusted.
